Conducting world-class biomedical research safely, sustainably and successfully in central London is a significant undertaking.  The scale and complexity of the science requires a highly professional and effective Health and Safety team. The Senior Health and Safety Manager (SHSM) will manage the Advisory Team to ensure it supports cutting edge science by monitoring and advising on health, safety and regulatory compliance issues, specifically working with Crick members and other stakeholders. 

It is essential that all members of the Health and Safety Advisory team have the competence and flexibility to support the entire team function. As a team the Health and Safety Advisors will be expected to work as both generalist and specialist advisors. The SHSM will lead the team to ensure this is achieved.

This role will line manage at least 8 people and have some budgetary responsibility.

Key responsibilities

These include but are not limited to:

  • Lead and manage the Health and Safety Advisory Team made up of generalist and specialist Health and Safety Advisors and Hub Safety Coordinators.
  • Oversee the delivery of an effective fire safety, emergency response and first aid cover.
  • Lead the advisory function in support of the achievement of best practice in health and safety.
  • Ensure the Advisory Team provide professional, efficient and effective support to science Group Leaders, Laboratory Research Scientists, Heads of Science Technology Platforms, the Service Delivery Team and other operational services.
  • Be the first point of escalation, providing high level generalist and specialist advice across the Institute, particularly within the research groups and science support teams, on a wide range of health, safety and compliance topics.
  • Developing the team through coaching and support to enable the delivery of best practice, advice and support on health and safety, including advising research and technical staff on risk assessments for research facilities and projects.
  • Induct new team members, setting probation targets, undertake performance reviews and set team member work priorities and objectives.
  • Working closely with the Director and Deputy Director of Health and Safety to devise and deliver the H&S strategy. To identify, lead on, plan, and own strategies, implement policies and procedures as delivered by the H&S Advisory Team.
  • Lead on the delivery of timely investigations of accidents and incidents by the H&S Advisory Team, ensuring root causes are identified, that lessons are learnt and that appropriate measures are implemented.
  • In collaboration with the Policy & Assurance Team, develop and produce written health and safety policy statements, systems of work, guidance and risk assessments, ensuring the information is kept up to date and reflects change in operational delivery and legislation.
  • Examine new legislation and best practice guidance, providing advice and guidance on practical application to science activities.
  • Support the wider H&S team with communication and consultation on health and safety. Run, or assist with, campaigns and initiatives for the positive promotion of health, safety and wellbeing.
  • To work collaboratively with other support services to deliver integrated and efficient support.
  • Manage the work of the H&S Advisory Team to incorporate the performance of audits, compliance monitoring, inspections and investigations to support managers to ensure health and safety compliance and identifying areas for improvement, working closely with the Head of Policy & Assurance and team.
  • Lead health and safety-related projects, initiatives and process improvements, including leading or participating in working groups as required, to contribute to continuous improvement at the Crick.
  • Manage the work of the H&S Advisory Team to incorporate the delivery of training and support the management of training programmes and records.

Essential

Qualifications, experience and competencies:

  • A relevant degree (or equivalent).
  • Minimum Level 5 Health and Safety qualification such as NEBOSH certificate or equivalent qualification with experience.
  • Relevant membership of IOSH with the desire to progress to Chartered Membership
  • Proven and extensive experience in a similar Health and Safety role, ideally from within scientific research, universities, or similar environment.
  • Experience in Laboratory hazards, associated controls and working practices including chemical, biological or radiation safety.
  • Experience of health and safety team management.
  • Knowledge of current health and safety legislation as it applies to a science-based environment.
  • Excellent communication, interpersonal and negotiation skills, with an ability to influence, engage and build relationships with staff at all levels. To change style and focus when needed, including being supportive and firm but tactful.
  • Strong attention to detail with a proven track record of managing multiple projects simultaneously.
  • Work effectively as a member of a team but also on own initiative.
  • Ability to work effectively in a complex and fast paced environment with strong problem-solving skills, with a pragmatic approach to solutions.
  • Experience of using databases and/or spreadsheets, data analysis and ability to use data to produce meaningful reports.
  • The ability to act with discretion and to maintain confidentiality.
  • Able to work outside normal office hours where required.
  • Excellent communication skills, with strong presentation and teaching skills and an ability to promote a Crick Health, Safety & Wellbeing culture.

Desirable

Qualifications, experience and competencies:

  • Level 5 Health and Safety qualification such as NVQ, NCRQ or NEBOSH diploma.
  • Knowledge of a wide range of technologies utilised in science-based research e.g. vacuum pressure, radiation, lasers, cryogenics, electricity, chemicals and biological agents and containment facilities.
  • Process safety and DSEAR qualifications.
